Advice Regarding Arms License Application

I had applied for Arms License in October 2019. Since then, after much haggling, finally managed to move the police verification file to DM office. But now came to know that the Tehsil file is missing. Despite visiting Tehsil multiple times and filing IGRS complaints the incompetent officers there are not helping. What are my options now? Should I file an RTI to seek the file? If a person in my city (Meerut, U.P.) could takeover this matter, I would be very much obliged. Thanks.
