Query Regarding Builder Floor Lights And Other Common Area Usage

In a builder floor in the common area (stilt parking) does turning on the lights in the morning in common area is legal or not? In my property papers it doenot mention any common area usage rules it just mention an equal share of maintenance for all floor owners for common areas which includes lift , stilt parking and main entry electricity gate.
