Forced To Stay Back After Office Timing

So. I work under Central Government of India at an Institute in Nagaland. Office timing is 9:30 am to 4:30pm. My query is, is it normal for the Director to force the employees to stay in the office past the office timing even if there are no urgent work. Like now, he is putting out an office order stating no employee will leave the office before 7:pm. and no public transport is available after 5:30 pm. Moreover, due to the road constructions order were posted on the dailies that the road will be closed from 8:30pm to 5:00am, Can we file a case against such harrasment.
