1. ask the department officer to dispose off the application and if not employed, then approach the CAT or the concerned High Court by way of a writ petition, however, chances are low since a long time has been elapsed,
file before appealleate authority in department to dispose ofc your application and thAn file case for disposing or challenging
Dear Rohit, Original Application in CAT was maintainable that too within 3 years maximum. His father died in 2011 and we are in 2020.Case is hopefully time barred.
