I have work experience of 4.5 years in a public sector bank. i left my job about 3 years back due to non satisfactory working conditions. after that i have applied for the central government post in which i was selected for 4200 gp having posting in delhi only. this post required experience of accounts, cash and budget minimum of 2 years. since i worked in bank i have experience of accounts which was sufficient for document verification. but when i went for the document verification they insisted for having written in my experience certificate that i have work experience in accounts and gave me extra time to get a new experience certificate. but when i approached my administrative office that had issued me experience certificate, they said they issue experience certificate having designation and time period only and it is not in the policy of the bank to issue such required certificate and refused to issue a new experience certificate. and i was rejected in document verification. after that i filed rti in bank central office asking for details what all can be mentioned in experience certificate. in reply i received that all the work that i have done will be reported in experience certificate. in short, person who refused to issue me certificate cheated me and prohibited me from joining government services. few dates back i filed another rti in central government's concerned department asking for the cut off marks at which the last candidate was called for joining. as per that had the bank issued me experience certificate i would have been selected from waiting list and joined the government service in December 2018. tell me what are the remedies available for me. 1) can i claim the loss of my salary/perks because of non issuance of certificate. 2) for what time period i will be able to get my salary. 3) can i get compensation for breach of trust and harassment that i have faced. 4) what all other things that i can claim and from whom i can claim mean from the bank or the concerned bank official. 5) should criminal proceeding be initiated against the concerned person or the bank. 6) how much time does it take for the court to decide this matter. 7) can i apply directly in the high court. 8) what all documents do i need to produce, 9) can i get the compensation for loss of salary/peks for life time and carry on to work in some other organisation also. 10) what will be the overall cost of court case. 11) what lawyer must i select for the court case. i have no business or salary income in between, only some rental income and some stock trading loss till date. i was selected in the IBPS RRB for manager post in bihar state having life time service in bihar only. this post i never joined because it had no provision of returning to delhi and I am a delhi guy.
