first of all by RTI get the ground on which provision he was appointed on the job ,then make the complaint against all them who found involved in this matter . this comes u/s 420 ipc

It is too illegal from beginning. You being the Citizen it is your duty to report such lapses to all the concerned in your department till Ministry Level and also to the police because it is cheating against the State.
