Maximum you have to pay for that Notice period. You may join new job which is your right.
There must be some notice period clause in your appointment letter. If not, then your company cannot compel you to serve the notice period or recover money, if notice period is not served
If your employment letter has a clause of 3 months notice or salary in lieu of notice then either you have to serve 3 months after notice or pay an amount equal to 3 months salary. This is despite the fact that whatever period you have served the company. sometimes if the new company where you apply and get selected, they make the payment of the notice period to your former company. Hope I answered your query.
