Electricity Dues Of Previous Owner

I am from J&K. My parents bought a house in Jan 2016 but it was vacant till Sept 2019 when we gave it to our tenants on rent & we haven't taken any electic connection there. In the month of Nov, a person from PDD came & handed over the electricity bill of Rs. 45k to our tenants on enquiring I came to know that it belongs to the previous owner & I called him & discussed the issue with him to which he said this bill isn't in his name. Then I went to house & discussed this with our neighbors there to which they said previous owner's bros & cousins used to stay here before we purchased the house & bill is in their name then I called the previous owner he said I 'll not pay anything. I then went to PDD & told them the whole story the employees there told me that before I make a new connection I have to provide an affidavit to the department mentioning that if in future there is any pending bill on the property I 'll pay that amt personally. Now, what should I do?
