NO Approach Road

We have an agricultural land in kadapa, Andra-pradesh state and from past few years a new ring road has come and the surrounding properties value has increased and lands have been used for commercial purpose, in the past there was no proper access road as the entire land was used for agriculture. after the ring road & because of the commercialization the neighbors are barricading their lands and i don't have any access road to my farm land. we have approached the MRO office ( Tasildar) and its been told to us there is no solution for this, we have approached the district collector, but the collector has issued the orders to MRO, but MRO is not interested in providing any solutions to us. need suggestions and help to resolve this
