Hello, Yes, in many cases an open plot in a RERA-approved project can be registered even before full project completion, provided the plot is legally saleable and the necessary title / layout / approval documents are in order. Mutation may also be possible after registration, subject to local authority procedure. However, registration or mutation alone does not mean that the entire project is completed or that all promised development / amenities are finished.
