How To Get My Car Scrapped

I have a car purchased in 2009. At that time it was hypothecated to HDFC bank and RC book shows that. I paid off the loan completely in 2013 but did not inform the RTO. Some details: 1. My car is standing idle since last two years 2. Registration, Insurance and PUC expired 3. RC book still shows hypothecation I want to scrap my car. My preliminary research says that if I want to scrap with proper legal formalities, the RTO will have to be informed. The problem is that registration, Insurance and PUC are all expired. The car cannot be revived and cannot pass a fitness test thus I cannot get a fresh RC book. Hypothecation cannot be removed since the RC book is no longer valid even though the loan is completely paid off. What process should I now follow to scrap my car. Any advice will be much appreciated.
