My Salary Not Given After Taking My Service.

I work as a sub engineer in Pradhan mantri krishi sinchai Yojana-watershed development at zila panchayat Sagar, district Sagar Madhya Pradesh. I joined this job after cracking a state level exam but it's a contractual (samvida) government job. I joined it on 08/12/2014 . due to the closure of my watershed project at December 2018, before government issued our termination letter. we went to the high court of Madhya Pradesh and took stay in our favour our petition no. is WP 28952/2018. Even if we took stay in December 2018 , our district administration of zila panchayat did not take any action from January 2019 to September 2019 . and it did not provide us salary. and pleaded that you didn't come to us for work. how could we go without any order of chief executive officer of zila panchayat,we didn't give any request in written but we asked many a times to our technical head and said. "sir we are on stay by hon'ble high court , our project is closed, please provide us with some alternative work." but they pleaded that you didn't raise your request in written form. In the meanwhile all the other employees of other districts whose projects were also close, were getting their salary due to court stay. but due to personal rifts , our technical expert did not pay any heed to the high court stay decision and asked that you didn't give request in written. in the meanwhile I did duty in Loksabha elections in may 2019. but I didn't give any request for election duty either but they took my service without any salary we manage some how till August. we gave in written that we are high court stay in August 2019 and asked to please provide us some alternative work. then district administration of zila panchayat considered our plea and gave us some temporary alternative work of river rejuvenation. and we got out salary for the same for September to November 3 months . then we were shifted to another project which is now running , from 23/11/2019 till now we worked in that project. but on the basis of some letter by our state level nodal agency RGM Bhopal dated 13.01.2020 they declared the order of date 22/11/2019 by which we were shifted to the new project as null and void . and they gave reference to the letter of 13 January 2020. but they took our services till March 30 & issued a letter on 16 April 2020. that we are not eligible for getting any salary due to a letter issued on 13 January 2020. but they let us know on 16 April 2020 that you guys are not eligible for salary. in this way we worked in the new project for over 5 months and didn't get our salary. on similar situation one employee got all 5 month salary and we were denied of getting salary due to the ill intentions of our technical expert. now he again put us out of that new project refering to the letter issued by RGM on 13/01/2020. But we are still on high court stay. respected sir and mam we want to let you know that during this 14 months of high court stay we only got 3 month salary please suggest us ways so that we could get our quota of salary.
