Severance Pay

If my role is impacted by Company sourcing strategy and decided to be moved to Outsourcing Service Provider and the employee doesn't want to sign an agreement to be moved under the Outsourcing Service Provider and will look out for role outside the company. Will the employee have the rights to ask for severance pay. (Note:- the company has recently paid severance to the employee who has been asked to leave (but they were not under the plan to be moved under Outsourcing Service Provider)
